Civilized? Some would say yes, others would say no. America will host an eclipse of the Sun in August 2017 and there are a lot of people in the world that either cannot come (due to visa issues) or will not come (due to politics). Solar Eclipses do not care about politics, the shadow falls where the shadow falls. The weather is more important.
